Walnut Creek Below Market Rate Program (BMR)
The City of Walnut Creek (hereinafter referred to as the City) invites interested households to a free introductory workshop detailing a unique opportunity to purchase one of three homes reserved exclusively for low income qualified households.
Program Opportunity Highlights
The City’s Below Market Rate (BMR) Program currently has three homes that have been designated to be available for eligible low income first time homebuyers. These large two level three and four bedroom homes will be selling at prices ranging from $262,750 to $377,000. These homes have a retail sales prices ranging from $1,200,000 to $1,500,000. In addition, eligible homebuyers may be able to access up to $70,000 in subsidies to purchase the home.
Eligible homebuyers must meet the following Program requirement to participate in purchasing a home:
- First time homebuyers – all household members may not have had an ownership interest in a principal residence in the prior three years
- Have sufficient funds and financial wherewithal to purchase a home
- Household incomes, based on household size, that cannot exceed incomes represented in the below table.

Introductory Workshop Topics
The BMR homebuyer opportunity workshop will cover the following core topics:
- Overview of the City’s Below Market Rate (BMR) program, including program guidelines and criteria for determining a buyer’s eligibility.
- Additional information on the available properties – including locations.
- How eligible applicants submit an application to participate in purchasing one of the BMR properties.
- The lottery and Program eligibility determination process.
- Mandatory HUD approved education and counseling curriculum that prospective homebuyers must complete.

The BMR ownership opportunity workshop is being hosted and presented by:
- City of Walnut Creek (name to be provided).
- Bay Area Affordable Homeownership Alliance (BAAHA): Walter Zhovreboff Administrative Director.
- Richmond Community Housing Development Center (CHDC): Katrina Vizinau, Director of Community Wealth Building | Homeownership Center.

There will be a questions and answer session for attendees to participate in after the presentation.
Workshop Registration
The introductory Walnut Creek virtual Zoom workshop will be held at 6:00PM to 7:30PM Wednesday, October 21, 2026. Registration is required to secure a Zoom link to participate in the workshop.
Register for the workshop by no later than 7:00PM Tuesday, October 20, 2026.
