Workshop Presenters & Sponsors


The introductory BMR workshop is being hosted and presented by EPACANDO, Bay Area Affordable Homeownership Alliance (BAAHA), and A-1 Community Housing Services.  Speakers at the workshop will include Jane Jones, BMR Program Associate; Nancy Rivera, Executive Director of A-1 Community Housing Services, and Walter Zhovreboff Administrative Director, BAAHA. The above three organizations are non-profit enterprises focused on providing resources and services to assist low to moderate income homebuyers. There will be a questions and answer session for attendants to participate in after the presentations.

Workshop Overview


The City of East Palo Alto has a two level loft style below market rate (BMR) condo available for eligible first time buyers.  The 950 square foot one bedroom, one and one-half bath, condominium has a fixed maximum sales price of $252,000.  The property is located at 1765 E Bayshore Road, in the Cummings Park complex. Prospective buyers must submit a lottery application to participate in a lottery to purchase the BMR home.

Interested prospective Bayshore BMR homebuyers are highly encouraged to attend the upcoming free introductory zoom workshop.  Workshop attendees will learn more about:

  • East Palo Alto’s below market rate homebuyer program
  • The City’s live, work, and displacement lottery preferences
  • Program and financial eligibility requirements to purchase the BMR property
  • Lottery application submittal process to enter the BMR purchase lottery


Eligible lottery participants and homebuyers must meet City BMR Program requirements.  Workshop attendees will be provided additional details regarding Program parameters, including and not limited to:

  • First time homebuyer requirements
  • Household size requirements. Household must consist of one to three people; the household size cannot be over three people
  • Household's gross income may not exceed 60% of San Mateo County’s area median income (see income chart below)







  • Household must have the financial wherewithal to purchase the property, including and not limited to:
    • Adequate stable earnings to support the housing costs and the households personal debt
    • FICO score of 640 or higher (for all adult household members)
    • At least a 3% down payment ($7,500) to purchase  the property.


Households who attend the workshop and read all the information provided in the E Bayshore BMR webpage will have a stronger understanding and advantage to successfully submit their BMR lottery application.
